OFFICIAL REGULATIONS & ENGINEERING STANDARDS

Machinery Safety Regulation Guide (Speed ≤ 0.15 m/s)

Under Official Directive 2006/42/EC; the design, installation and registration requirements applicable to vertical accessibility platforms, residential lifting systems and industrial hydraulic lifting platforms with a rated speed not exceeding 0.15 m/s.

Critical Speed Limit and Elevator Classification Notice

Under the applicable regulations, systems with a rated speed above 0.15 m/s are directly subject to the standard Lifts Directive (2014/33/EU). However, vertical lifting mechanisms with a speed of 0.15 m/s or below are assessed under the Machinery Safety Regulation. This provides significant structural flexibility and cost advantages for architects and contractors, particularly in projects with limited pit depth and reduced headroom.

🇪🇺 Legal Context of the Regulation for Accessibility Platforms

EN 81-41 and ISO 9386-1 Standard Restrictions

Unlike conventional high-speed elevator regulations (EN 81-20/50), vertical lifting systems designed for use by persons with disabilities are directly assessed under Annex IV of the 2006/42/EC Machinery Safety Regulation. This legal directive imposes the following strict limits on accessibility mechanisms:

  • Speed Barrier (≤ 0.15 m/s): Under the regulation, the rated travel speed of vertical lifting platforms in the machinery category must not exceed 0.15 meters per second. This speed limit serves as an international safety threshold intended to protect users with disabilities from shocks and sudden acceleration.
  • Control Mode: While “Hold-to-run” control is legally required for open-type accessibility lifts without a cabin door, our luxury villa lifts with fully enclosed cabins and automatic doors allow one-touch travel between floors using Memory VVVF Drive.

️ Mandatory Technical Safety Criteria

KUMANDA TİPİ

Hold-to-Run Button System

On accessibility platforms with an open cabin or without a fully enclosed cabin, the button must be continuously pressed throughout the journey to ensure user safety. The movement stops within milliseconds as soon as the user releases the button.

STRUCTURAL PROTECTION ️

Sensitive Floor Safety Edge Sensor

Sensitive switches or photocell bars installed beneath or around the platform detect any foreign object, pet or other obstruction entering beneath the platform during downward travel and immediately stop the movement.

ENTRY SAFETY

Electromechanically Locked Half/Full Doors

Safety doors located at the landings cannot be opened before the platform reaches the relevant floor. Likewise, if any landing door is open or not fully locked, the platform motor is completely prevented from moving for safety reasons.

RUPTURE VALVE SYSTEM

Hose Rupture Valve and Hydraulic Safety Lock

In hydraulic accessibility platforms that do not require a deep pit, this instantaneous mechanical safety valve blocks the fluid flow at the cylinder outlet within milliseconds in the event of a hydraulic hose puncture, rupture or sudden loss of oil pressure, preventing free fall of the platform and locking it onto the guide rails.

CE Certification and Market Placement Processes

01

Design Verification and Technical File Preparation

Before manufacturing, all static and hydraulic strength calculations, risk assessments, electrical circuit diagrams and installation manuals of the system are compiled in accordance with the requirements of Annex VII of the Machinery Safety Regulation, and the official Technical File is prepared.

02

EC Declaration of Conformity and CE Marking

The manufacturer signs the legal "EC Declaration of Conformity" (Annex II-A), declaring that the system meets all essential health and safety requirements of the regulation. The CE marking is duly affixed to the product nameplate.

03

Post-Installation Registration and Annual Periodic Inspection

The platform, once installation is completed on site, is subjected to load and safety tests by the relevant municipality and Type A accredited inspection bodies. Following registration approval, an annual periodic inspection is mandatory to ensure the safe operation of the system.

🇪🇺 Legal Procedures and Responsibilities in the European Union Market

In European Union (EU) member states, the installation, licensing and commissioning stages of accessibility vertical lifts are carried out entirely in accordance with Directive 2006/42/EC. Our distributors and installation partners within our global B2B network are required to comply with the following rules for legal conformity:

  • Type Examination Certificate: Every lift model sold in the European manufacturing market is legally required to have a registered EC Type Examination Certificate issued following testing by an accredited Notified Body. Our factory provides this certification infrastructure in full.
  • CE Declaration of Conformity and Nameplate: Once installation is completed, our registered CE metal nameplate is affixed to the chassis of each platform as the manufacturer. When delivering the device to the end user, the dealer is responsible for providing the "Declaration of Conformity" together with the technical file as part of the corporate documentation package.
