Elevator Regulation Guide (2014/33/EU)

The legal framework governing the design, manufacture, installation and placing on the market of elevator systems carrying persons, persons and goods, or accessible loads only, under European Union harmonization legislation.

Essential Health and Safety Requirements

The primary purpose of this regulation is to ensure the highest level of protection for human health, life and property safety in elevators and safety components placed into service. All elevator package components used in your projects must undergo CE certification processes in full compliance with this legislation and applicable EU directives. No system without a declaration of conformity can be legally registered or placed into service.

Obligations of the Elevator Installer

The company that designs, manufactures and places the elevator on the market is responsible for ensuring that the system complies with the essential safety requirements specified in the annexes of the regulation. Preparation of the technical file and issuance of the EC Declaration of Conformity are mandatory.

SAFETY COMPONENT 🛡️

Safety Component Manufacturers

Companies manufacturing critical safety components such as safety gear, overspeed governors, locking devices and hydraulic buffers are required to subject their products to EU type examination and add serial numbers for traceability.

SUPPLY CHAIN

Role of Importers and Distributors

They are required to place only regulation-compliant safety components on the market. They are responsible for verifying that the product carries the required conformity marking and that the necessary documents and user manuals are prepared in the official language of the target market.

OFFICIAL INSPECTION

Market Surveillance and Non-Conformity

Ministries or authorized customs and market surveillance authorities may have the authority to suspend the registration, withdraw from the market or prohibit elevators that do not comply with standards or pose safety risks. An accredited conformity assessment process is required to establish conformity.

Conformity Assessment and Certification Modules

EU Type Examination (Module B) and Design Stage

The first stage in which a Notified Body examines the technical design of the elevator or safety component and certifies through an "EU Type Examination Certificate" that it meets the requirements of the regulation.

Unit Verification (Module G) and Full Quality Assurance (Module H)

For special or individual projects, each elevator is individually tested on site under Module G (Unit Verification). For series-production installations, the manufacturer’s full quality management system is audited and approved under Module H.

CE Conformity Marking and Placing on the Market

The CE marking is affixed to systems that successfully pass all applicable conformity assessment procedures, together with the identification number of the notified body where required. The official EC Declaration of Conformity is signed before the elevator is delivered for end use and building registration.
